Sub: Guidelines for implementation of Amendment No. 1, December 2008 to IS 15683:2006.
This is in continuation to our note CMD-III/16: 15683 dated 04th July 2011, 23rd September 2011 & 15th December 2011 regarding implementation of Amendment no.1 December 2008 to IS 15683:2006. This also refers to MDC-II note MDC-II/L-1811143 dated 23-19-2011/12-12-2011 received on 19/12/2011 by CMD-III.
IS 15683:2006 was partly implemented vide CMD-III circular CMD-III/16:15683(100) dated 13/18 February 2008 for clean agents only w.e.f. 01/01/2009. It was decided by the competent authority to implement the Amendment No.1, December 2008 to IS 15683:2006 with effect from 01 January 2012.
Following guidelines may be adopted for implementation of Amendment No.1, December 2008 to IS 15683:2006, in order to have a uniform practice.
1.Existing licensees shall switchover to IS 15683:2006, as per the guidelines already circulated.
2.The licenses of the standards to be withdrawn with the implementation of Amendment No.1, December 2008 to IS 15683:2006 shall be deemed to have been cancelled w.e.f. 01 January 2012.
3.In the case of such of cancelled licenses, a part of the marking fee, if paid in advance, proportionate to the unexpired period of the licenses may be refunded to the licenses.
4.For those existing licensees where samples have already been drawn for independent testing & deposited in laboratory, the switch over may be affected on receipt of satisfactory test report and completion of other actions as per the guidelines already circulated. Till such time, license of corresponding type of extinguisher shall be put under stop marking w.e.f 01 January 2012. For other types of fire extinguishers licenses of the firm if operative, actions at (2) & (3) above are applicable.
5.For those existing license of the standards to be withdrawn as above at (2), who have already initiated actions for switch over under simplified scheme or where samples have already been drawn for independent testing & deposited in laboratory, action at (4) above is applicable.
One time relaxation may be given for switch over to IS 15683:2006 for long duration tests only. The applicant / licensee shall produce evidence that the long duration tests in BIS approved laboratory is 6.in progress and the laboratory shall be able to issue the Test Report (TR) within a definite time period (Indicating date), which shall be made available by the firm to BIS. Such cases may be reviewed after the receipt of the test repot for long duration tests and actions may be taken as per the prescribed provisions of OMPC November 2004.
In case of any difficulties experienced by BOs for sending samples for IT, BOs may carry out factory testing as per the provisions under OMPC November 2004.
