Special Fire Safety Norms for Vulnerable High-Rise Buildings (Above 90 M)

Objective:

To safeguard occupants of tall buildings where standard evacuation strategies are not sufficient, particularly in the event of high-intensity fires.

Key Safety Requirements:

Firemen Evacuation Lift

  • At least one lift per tower must be a firemen’s evacuation lift:
    • Capacity: 1000 kg
    • Fire-rated doors (2-hour)
    • Dual power supply (grid + DG set)
    • Firefighter communication phone in the lift.

Dedicated Fire Escape Tower

  • Separate fire tower (not common staircase) required:
    • Direct access from each floor.
    • Fire-rated lobby with positive pressure ventilation.
    • No storage or service use allowed.

Refuge Floor Regulations

  • Must be provided every 24 meters.
  • Clear demarcation, signage, and restricted access.
  • Area must be 4–15% of the total floor plate depending on occupancy.

Automatic Fire Systems

  • Addressable Fire Alarm System with:
    • Voice evacuation announcements
    • Flashing strobes for hearing impaired
  • Automatic Sprinkler System:
    • Zonal control
    • Separate pumps and risers per zone
    • Water curtain in lift lobbies with glass

Material & Compartmentation

  • Fire-rated glass and compartmentation:
    • All lobbies, shafts, and electrical rooms.
    • Horizontal fire barriers every 40 meters.
