Patil, a 68-year-old retired ACP from Pune, reported that on the night of December 19, 2019, he was disturbed by loud cracker bursting during two weddings near his home in the Bibwewadi area.
The State Police Complaints Authority (SPCA) has recommended disciplinary action against four police officers, including a deputy commissioner of police, for allegedly delaying the registration of a case under the Environment (Protection) Act after a retired assistant commissioner of police (ACP) lodged a complaint on bursting of crackers at midnight.
Retired ACP Arvind Patil claimed to have filmed the incident and shared the video with police, yet the officers initially refused to register his complaint. The FIR was only filed over two years later, after Patil approached the Bombay High Court, ultimately leading to the closure of the case without a legitimate resolution.
